State semiconductor policies compared: Gujarat, Assam, Uttar Pradesh, Tamil Nadu, Karnataka, Telangana
As of 7 October 2026, four of these six states have a dedicated semiconductor policy that adds state capital support on top of the Union's India Semiconductor Mission assistance: Gujarat and Assam add 40% of the central capex assistance, Uttar Pradesh 50%, and Tamil Nadu up to 50%. Karnataka and Telangana cover semiconductors under general electronics (ESDM) incentives, with no top-up tied to ISM support. Six of the twelve ISM-approved units are in Gujarat — including four of the five in commercial operation — one is in Assam and one in Uttar Pradesh; Tamil Nadu, Karnataka and Telangana have none. Gujarat's and Tamil Nadu's policies run to 2027, and no successor to either was found.
