What a paid evidence pack looks like

This sample is assembled automatically from our public evidence on state semiconductor policy across six states and the implementation trackers. Illustrative mandate — not a real client

Business context. An overseas electronics manufacturer is comparing Indian states for a semiconductor assembly or electronics operation ahead of an internal review.

Question. Across Gujarat, Assam, UP, Tamil Nadu, Karnataka, Telangana: which documented state frameworks apply, what do they offer on top of central support, which institutions administer them, and what is actually evidenced as operating — distinguishing announced measures from operational processes, and recording what cannot be established.

Evidence standard. Official primaries first; every cell sourced or marked unknown. As of 2026-10-07.

1. Executive summary

As of 7 October 2026, four of these six states have a dedicated semiconductor policy that adds state capital support on top of the Union's India Semiconductor Mission assistance: Gujarat and Assam add 40% of the central capex assistance, Uttar Pradesh 50%, and Tamil Nadu up to 50%. Karnataka and Telangana cover semiconductors under general electronics (ESDM) incentives, with no top-up tied to ISM support. Six of the twelve ISM-approved units are in Gujarat — including four of the five in commercial operation — one is in Assam and one in Uttar Pradesh; Tamil Nadu, Karnataka and Telangana have none. Gujarat's and Tamil Nadu's policies run to 2027, and no successor to either was found.

  • Assam: Documented application route — The policy defers to operational guidelines; neither guidelines nor an online portal were found.
  • Telangana: Operative period — No operative-period clause found; the policy's targets run to 2020, yet ITE&C still lists it as current.
  • Do the Gujarat, Assam, Uttar Pradesh and Tamil Nadu top-ups apply to projects approved under Semicon 2.0? — Each is written against ISM capex assistance; none of the state documents read addresses Semicon 2.0, notified on 31 August 2026.
  • Will Gujarat (2022-27) and Tamil Nadu (to c. January 2027) renew or replace their policies? — No successor or extension found; this records the absence, not a forecast.
  • Has Karnataka extended its ESDM scheme to 2030, and on what terms? — Only a news report quoting an official; no order found.
  • Do Assam's operational guidelines exist, and is there an application portal? — The policy defers to guidelines that were not found.
  • Is Telangana's 2016 electronics policy still operative? — No operative-period clause; still listed as current by the department.
