India's ATMP/OSAT and compound semiconductor scheme (Modified Semicon 1.0)
As of 7 October 2026, the Modified Scheme for Compound Semiconductors, Silicon Photonics, Sensors and Discrete Fabs and Semiconductor ATMP/OSAT facilities provides 50% of capital expenditure on a pari-passu basis. Eleven of the twelve units approved under Semicon 1.0 are assembly, packaging, compound or discrete units under this route. The first to begin commercial production was Micron's Sanand ATMP, inaugurated on 28 February 2026. Official counts of units in commercial operation differ: a 17 September 2026 release names five, while releases of 15 July and 22 September 2026 say three. The notified application window closed on 31 December 2024.

The India Semiconductor Mission (a division of Digital India Corporation under MeitY) is the nodal agency; since the 9 June 2023 gazette amendment, applications are appraised on an ongoing basis and placed by MeitY before the Union Cabinet for approval.

- How many approved units are in commercial production: PIB release 2311726 (17 September 2026) lists five ATMP units in commercial operation; PIB releases 2284796 (15 July 2026) and 2313324 (22 September 2026) each state three. The later three-unit statement post-dates the five-unit release.
