India's display fab scheme (Modified Semicon 1.0)

As of 7 October 2026, India's Modified Scheme for setting up of Display Fabs — 50% of project cost, pari-passu — has been notified, had its guidelines issued and reopened for applications, but no approval under it was found. The 2022 applicants (Vedanta and Elest) did not reach approval. Crystal Matrix's GaN Micro-LED project at Dholera, approved on 5 May 2026, is described by PIB as a compound semiconductor fab and ATMP unit, although a later PIB release counts it as a display fab. Display fabs continue as a Semicon 2.0 category.

Furthest documented stage as of 2026-10-07: Application process available

Scope. The Union display-fab scheme under Semicon 1.0. Excludes Semicon 2.0's display category and state incentives.

Who is responsible

  • Ministry of Electronics and Information TechnologyOwns the Semicon India Programme. The India Semiconductor Mission (a division of Digital India Corporation under MeitY) is the nodal agency; since the 9 June 2023 gazette amendment, applications are appraised on an ongoing basis and placed by MeitY before the Union Cabinet for approval.

Latest material changes

  • 2025-09-08Guidelines amendment (para 13.13, first charge on project fixed assets) also covers the display fab guidelines.
  • 2023-06-01Fresh applications invited for display fabs of specified technologies at 50% of project cost.

Where the evidence conflicts

  • Classification of Crystal Matrix: PIB 2258119 (approval, 5 May 2026) describes it as a compound semiconductor fab plus ATMP; PIB 2284796 (15 July 2026) counts it as 'an integrated Gallium Nitride Micro LED Display Fab'.

What remains unknown

Questions we could not settle from documents available to us. Unknown is not "no": it means the evidence was not found, not that the answer is negative.

  • Has any project been approved under the display fab scheme itself? — None found in the sources read.
  • What happened to the 2022 display applications (Vedanta, Elest)? — No formal rejection or withdrawal notice was read.

Questions this page answers

Has India approved any display fab under the Semicon India Programme?
No approval under the display fab scheme was found as of 7 October 2026. The Crystal Matrix GaN Micro-LED project approved on 5 May 2026 is classified by PIB at approval as a compound semiconductor fab and ATMP unit.
Is India's display fab scheme open for applications?
Not under Semicon 1.0: ISM's scheme page states that application submission is closed. Display fabs continue as a category under Semicon 2.0's fabs pillar, whose guidelines were issued on 16 September 2026.
What support did India's display fab scheme offer?
Fiscal support of 50% of project cost on a pari-passu basis, set by the Union Cabinet on 21 September 2022 and notified on 4 October 2022. The original December 2021 approval aimed at two display fabs within the Rs 76,000 crore programme.
Who applied for display fab support?
In the first window (from 1 January 2022), Vedanta proposed a Gen 8.6 TFT-LCD fab and Elest a Gen 6 AMOLED fab. Neither reached approval in the sources read, and no formal rejection or withdrawal notice was found.
