Semicon India 2.0 (ISM 2.0)
As of 7 October 2026, Semicon 2.0 has been approved by the Union Cabinet (15 July 2026) with a total outlay of Rs 1,27,500 crore across six pillars, notified in the Gazette on 31 August 2026, and given guidelines for Pillars 2–4 (machines and materials, fabs, ATMP/OSAT) on 16 September 2026. Those guidelines open applications for three years from their issue date, but a live Semicon 2.0 applicant portal was not observed and guidelines for Pillars 1, 5 and 6 were not found. No project has been approved under Semicon 2.0; on 17 September 2026 the Minister cited about Rs 1 lakh crore of investment commitments received — commitments, not approvals.

What remains unknown
Questions we could not settle from documents available to us. Unknown is not "no": it means the evidence was not found, not that the answer is negative.
- Is a Semicon 2.0 application portal live? — The guideline text opens applications from 16 September 2026; ISM's site showed only a Semicon 1.0 applicant login.
- Have guidelines for Pillars 1 (design), 5 (R&D) and 6 (talent) been issued? — Not found on ISM's guidelines listing.
- Does Semicon 2.0 cover technology-transfer and land costs? — Reported in news as not intended; not established from the gazette or guidelines read.
- What capital-support percentages apply to each Semicon 2.0 category? — Reported in news (as lower than Semicon 1.0's 50% for fabs); not read in the scheme documents.
Questions this page answers
- Has Semicon India 2.0 been notified, and what changed from the first phase?
- Yes. Semicon 2.0 was approved by the Union Cabinet on 15 July 2026 with a Rs 1,27,500 crore outlay (against Rs 76,000 crore for Semicon 1.0), notified in the Gazette on 31 August 2026, and given guidelines for its machines-and-materials, fabs and ATMP/OSAT pillars on 16 September 2026. It is organised in six pillars rather than Semicon 1.0's four schemes. No project had been approved under it as of 7 October 2026.
- What are the six pillars of Semicon 2.0?
- Design; machines and materials; fabs; ATMP/OSAT; research and development; and talent. The scheme notified on 31 August 2026 organises them into ten categories, with the India Semiconductor Mission as nodal agency.
- What support rates does Semicon 2.0 offer?
- Not established from the documents read. News reports relaying The Indian Express describe lower capital-support rates than Semicon 1.0's flat 50% for fabs, and no support for technology transfer or land; those are reported, not confirmed from the gazette or guidelines, and are recorded here as an open question.
- Has any project been approved under Semicon 2.0?
- No project approval was found as of 7 October 2026. On 17 September 2026 the Minister of Electronics and IT cited about Rs 1 lakh crore of investment commitments received — commitments, not Cabinet approvals.
